Why does Outlook not have a spam filter?

Argh. This drives me nuts. I have to use Outlook at work (because people schedule appointments), and the fact that it doesn’t have a spam filter is incredible to me. All right, technically it does, but it doesn’t work. It catches maybe one e-mail a week, and half the time it’s a legitimate message.
